• Remove is_merge_transition_block check since Capella consensus-specs#3232
• Remove is_execution_enabled condition since Capella consensus-specs#3350

It's not the highest priority, so tackling it at the end of the call is fine.

I'd also like to discuss the latest updates to EIP-4788.

Reflecting a decision on a previous ACDE, we decided the CL would send the current slot, rather than have the EL compute them from the timestamp to avoid the violation of the abstraction barrier from CL to EL.
