What this PR does / why we need it:
Adds an additional flag
feast_metrics_namespaceto differentiate post-store metrics and inflight metrics. We need the former since not all stores (read: BQ) emit successfully written records, so we cannot collect metrics for successful rows.Does this PR introduce a user-facing change?:
