Update netperf to MIT licensed version

Create a _preXXXX ebuild that references the latest commit in the github repo from netperf, which is MIT licensed.

Testing done

Build tested.

  • Changelog entries added in the respective changelog/ directory (user-facing change, bug fix, security fix, update)
  • Inspected CI output for image differences: /boot and /usr size, packages, list files for any missing binaries, kernel modules, config files, kernel modules, etc.

We will need to create an ebuild for a prerelease version due to netperf
upstream being inactive.

I know we said we'd probably drop it, but I've submitted an upstream Gentoo fix for this anyway.
