https://folio-org.atlassian.net/browse/MODPERMS-221 The memberOf, ownedBy and sortBy parameter of the GET /perms/users API and the GET /perms/permissions API have never been implemented. Removing it is not a breaking change because any parameter can still be passed and still doesn't do anything.
