What this PR does / why we need it:
Update k8s.io/legacy-cloud-providers to v0.19.14 to adopt upstream fixes in the aws cloud-controller-manager.

Golang and alpine versions are also bumped.

Release note:

`k8s.io/legacy-cloud-providers` is now updated to `v0.19.14`.
