[v2] tutorial: part 1 rewrite

Summary

Currently, part 1 of the tutorial contains quite a bit of information about setting up your environment even though that information could go into part 0.

This is a proposal to migrate things from part 1 that are meant for setting up your environment to part 0.

Part 0: setting up your environment

Part 1: get to the point that you can use hot reloading in the browser and deploy your site!

Motivation

Putting all the environment setup into part 0 will make part 1 a bit smoother.
