I am using vagrant version 1.9.1
ansible version 2.5.1
I removed sudo rm /opt/vagrant/embedded/bin/curl

@justincletus please see #981 - also please make sure to upgrade to the latest version of Vagrant, which has a fix for this problem. Also, any reason you're not using the geerlingguy/ubuntu1204 box instead?
