Add additional optical effects to RICH aerogel tiles and mirrors #229

The current implementation of the RICH geometry uses largely ideal versions of the aerogel tiles and mirrors. This PR will introduce:

  1. Rayleigh scattering in the aerogel tiles, which is significant for twice-reflected photons (scattering length taken from measurements of scattering length done prior to RICH installation)
  2. Surface roughness for aerogel and mirrors, tuned to match the angular resolution we see in real RICH data
