I have added a partial Twig template that can be optionally included in the HEAD of a theme in order to emit language annotations, as explained in https://support.google.com/webmasters/answer/189077?hl=en . The reason why I haven't created a new plugin for this is that it really looks very similar to what the langswitcher does, and it uses the same PHP code and configuration.
