bugfix: only build jira tool with gox

previosly running the "make all" target build th schema binary with the same name as the jira binaries. This caused the schema tool to be called incorrectly. Gox performing parallel builds made this issue only happen "somtimes". Signed-off-by: ldelossa <[email protected]>
