Some more cases of textures etc causing continuous updates in vital updates only mode are fixed.

Fixes #39758 (comment) in #39758

Notes

  • These are just some more cases that should be marked as low priority redraw requests, I missed them in Add editor vital redraws only option #53463 .
  • This will have no effect outside vital updates only mode.
  • This should be pretty safe (especially as it only operates with vital updates on) and provided there is an RC should be fine for 3.5 imo.

Some more cases of textures etc causing continuous updates in vital updates only mode are fixed.
