TRIVIAL: Add github action for sonarcloud scanning

This PR adds github action to execute sonarcloud scan (implementation of SAST - Static application security testing) for gooddata-react-components. Sonarcloud is SAAS version of SonarQube that we are already using internally in GoodData.
