This change vendors all cel-go dependencies and also establishes a sub-module for the server
target to ensure that gRPC is not considered a direct dependency for cel-go.
As a result of issues related to a switch from the non-module file path used for ANTLR switching
to a module-based file path, some users experienced issues upgrading from cel-go v0.7.3 onward.
This PR attempts to address that issue by vendoring all dependencies into cel-go to ensure that
build sources are hermetic to CEL.
