With the changes from rust-fuzz/cargo-fuzz#357 merged, `fuzz` dir now can be a part of the workspace.

With the changes from rust-fuzz/cargo-fuzz#357 merged and new version 0.11.4 released,
fuzzdir now can be a part of the workspace.
