fix(osconfig): update the API

#### osconfig:v1alpha

The following keys were changed:
- schemas.OSPolicyAssignmentReportOSPolicyCompliance.properties.complianceStateReason.description
- schemas.OSPolicyAssignmentReportOSPolicyComplianceOSPolicyResourceCompliance.properties.complianceStateReason.description
