Does uBO have a parental control or password protection?

Generally no, uBO does not serve as parental controls extension and doesn't support password protection.
However, you can make uBO setup bit more strict by administrative policies: Wiki: Deploying uBlock Origin: configuration
Most of related issues/discussions/feature requests to implement such functionality have been declined over years, with a headline message: "that it should be handled by separate dedicated tools":
