Description
The 3.9 and 3.7 dependencies were generated in a linux environment and so it's hard to install all dependencies in windows since there are some incompatible dependencies-of-dependencies (see #3484). When users try to create new test dependencies via bash, they are finding that the set of dependencies generated is not compatible with python 3.7. See #3487.
In order to unblock community contributors, we will have separate dependencies for 3.9 and 3.7. This will enable contributors to generate new dependencies without impacting 3.7 dependencies. The separate 3.7 dependencies will only be kept until June as that's when 3.7 reaches end of life.
