docs: AWS Cloud Guide Update (backport release-3.1.x)

What this PR does / why we need it:
This PR updates the AWS deployment guide using feedback from the community: https://grafana.slack.com/archives/CEPJRLQNL/p1730306450878249

Each item of feedback has been tested and delivers a working Loki cluster.

  • Note that Promtail is considered to be feature complete, and future development for logs collection will be in Grafana Alloy. As such, feat PRs are unlikely to be accepted unless a case can be made for the feature actually being a bug fix to existing behavior.
