Layer tag does not apply to areas now. Can it be used for proper layering? E.g. on this picture platforms are underground:

I have also general problems with layers, but I'm not sure if it's the same. For me it looks like some area layers are treated differently than other area layers:

centralny-layers

Layers should be always priority for rendering in z. It should supersede any other z-rules. Here we have layer 0 parking on the bottom, then layer 1 roof, layer -2 platforms, and layer 0 foot area on top. Strange.

No, that's not true in general. For example, tunnels on layer -1 should be rendered on top of landuse on layer 0. Otherwise the tunnels would be totally invisible.

But thank you for submitting this example. The parking is landuse, so that's part of the reason of the current rendering.

Yes, you're right with the tunnels! However probably no areas here are in tunnel (maybe platforms should be?), they are treated differently for some twisted reasons. And notice, that the underground railway here are invisible when under footway areas.
