connect: Bump latest Envoy to 1.23.1 in test matrix #14573

Description

Envoy 1.23.1 was recently released. This updates our support matrix to include it.

Testing & Reproduction steps

Our integration test suite has been updated to use 1.23.1.

Nice, I didn't know we had a default here. I will be sure to keep it up to date for the future too.
