Steps to reproduce:

  1. Apply the terraform file above (works well)
  2. delete the resource group in the azure portal (without terraform)
  3. Apply the terraform file above (causes error message)

Error-message:

azurerm_storage_blob.blob-copy: azurerm_storage_blob.blob-copy: Unable to determine Resource Group for Storage Account "teststoreaccount124"

Workaround

terraform state rm azurerm_storage_blob.blob-copy

Important Factoids

I remember older versions were less picky about disappearing resources.
I'm not aware of other resources causing similar problems. Only storage_blob.

This has been released in version 1.34.0 of the provider. Please see the Terraform documentation on provider versioning or reach out if you need any assistance upgrading. As an example:

provider "azurerm" {
    version = "~> 1.34.0"
}
# ... other configuration ...
