Add CLOUD_LOGGING_ONLY to cloudbuild log options

Cloud build should provide CLOUD_LOGGING_ONLY as a logging option as shown in the documentation here:
https://cloud.google.com/build/docs/api/reference/rest/v1/projects.builds

With reference to this original PR, I'm adding the necessary values:
