Sorry about this!

This is because S3 bucket acceleration support was added recently (to Terraform), but it is sadly not available in AWS in China (Beijing) as of yet. Amazon might add it in the future, but for the time being since they partner with local company called "Sinnet", this feature is not available.

I believe, a possible fix would be to detect "cn-north-1" as well as "us-gov-west-1" (which also does not support S3 acceleration at the moment) and skip refresh/update of this feature.
