CI is failing with:

[analyzer] ERROR: failed to create launch cache: initializing staging directory '/launch-cache/staging': mkdir /launch-cache/staging: permission denied

This is due to buildpacks/pack#1417 and is fixed in lifecycle 0.14.1 (buildpacks/lifecycle#847), which we'll pick up in heroku/cnb-builder-images#269.

CI is passing now that the lifecycle update in heroku/cnb-builder-images/pull/269 has merged and the updated builder was published.
