Looks like it got dropped by accident in this commit: d0456cf#diff-3de564d4b9aa19ea81296251c2f31ca6871edf5ff3413a6395dc76e15fe9091d

In sites/public/pages/index.tsx, the hero should be pointing to this: https://housing.acgov.org/images/hero-background.jpg
