Remove psched tool from Open MPI PRRTe fork

Background information

We will not need nor support the psched tool in the Open MPI fork of PRRTe.

How to address this issue

Follow the instructions on creating a working branch in your PRRTe workarea (see as yet to be written instructions)

cd src/tools
git rm -r -f psched
git commit -s

Do a sanity check of this change starting at the autogen.pl phase of the build instructions (see as yet to be written instructions)
