Github API V2 shuts down

I declare v1.28 as a fix to this problem. If you are here looking for fix in Jenkins plugins, you can download http://repo.jenkins-ci.org/public/org/jenkins-ci/plugins/github-api/1.28/github-api-1.28.hpi and use that, and your github-oauth plugin and github plugin should start working again.
