This change automatically turns off tests where we haven't had a chance to implement wiremocking. They can still be run locally by setting test.github.useProxy (even though most of them do actually use the proxy).

They can still be run locally by setting test.github.useProxy (even though most of them do actually use the proxy).
Simplifies added tests going forward - they will turn on automatically when they move from the old test base to wiremock.
