This PR adds the tonic-web crate to tonic's workspace members. Unit and integration tests should now run as part of CI checks.

  • Interop tests are temporarily removed but will be integrated into the top-level interop crate.
  • Some minor tweaks are still needed to get the crate ready for release (readme, metadata, etc).

Both items will be addressed shortly.
