ScienceEnergyChannels_1000.csv: Fix QL designation for science channels above 84 keV.
Upload new ELUT elut_table_20231019.csv to return to nominal (ScienceEnergyChannels_1000.csv) science energy channels and update elut_index.csv and science_echan_index.csv accordingly.
