Lower default hover throttle to 30% #9361

Current value of 1500 (50%) is often too high and quad tends to shoot up.

throttle around 30% seems closer to reality for most small quads and probably wont result in quad loosing too much altitude or dropping.

@DzikuVx any thoughts on this one? We often get people on discord with quads shooting up because this one was not setup.

I fully concur as I'm seeing this on all my 4" and 3" quads, but dared not lower it too much for fear of ground contact.

I think it's a good idea. Days when quads hovered at 50% are long gone! Let's merge this thing
