Adding plan locking and Draw Tools integration to Fly Links

This adds the ability to lock a plan so you can zoom around in it without it being recalculated.

Also, it integrates with draw tools (if available), so that only portals within drawn polygons are used.

Can't quite ascertain from the source, but I assume that the integration will respect only the portion of a polygon drawn on screen?

Well, it will respect the polygon even if off-screen, but since the plugin itself only considers portals on-screen polygons outside the screen is effectively cut off.

Though if you lock the plan while zoomed out off-screen portals are "remembered" even when zooming in.

This pull request doesn't appear to have been merged in over a month. Is there something blocking it? Is there a place I can just download the user.js file to test it out?

I don't know if they have found some blocker, I haven't heard anything.

I'll see if I can find a working file somewhere.
