What is the current behavior?

Issue Number: resolves #24229

What is the new behavior?

• According to vite react plugin bundles element tagnames as <tagname> in production mode vitejs/vite#6104 (comment), using the createElement named import from react as opposed to React.createElement fixes the issue. I have verified that this is true. Rather than wait on a fix from the Vite team, I propose we merge this PR to get developers unblocked sooner.
