This is a necessary step towards using IPLD for the graphsync protocol, as we will want to use recent features like the schema parser. Should be a reasonably safe change, given that ipld-prime 0.13 and 0.14 had no noteworthy breaking changes. The last significant breakign change came in 0.11.
