feat(get-started): cache the whole eval directory

Update docs per iterative/example-repos-dev#251

Next steps:

• Need to drop badge in the README of the repo (if we keep metrics in cache we can't use badges anymore :( )
• Need to fetch and cache metrics automatically. With the current setup repo is slow and is not working w/o pull fetch - which is also hard to do for multiple revisions or experiments (commands do not accept revisions) cc @skshetry

Params can be dvc-tracked too now because of the top-level. See iterative/dvc#9478.
