container with packer & terraform for hashicorp based CI/CD pipeline usage

This uses alpine:latest as the base, and then adds in packer & terraform, using the same techniques Hashicorp use to build their own packer & terraform containers:

• hashicorp/packer:light
• hashicorp/terraform:light
