Based on git-for-windows/git#3372, git-for-windows/git#2576, and more, this may be necessary but not sufficient to resolve all the issues. Good to do it.

As mentioned in jenkins-infra/helpdesk#2847 there are issues in some plugin builds on Windows due to filenames length.
This PR sets the
core.longpathsgit setting totrueglobally for the user "Jenkins" in Windows images.
