Remaining steps:

• Finish migration guides in this repo
• Draft a blog post about the switch and how to migrate existing extensions
• Merge open cookiecutter PRs and publish the blog post
  • Update to use hatch build backend extension-cookiecutter-js#41
  • Switch to hatch backend jupyter-widgets/widget-ts-cookiecutter#117
  • Switch to hatch backend extension-cookiecutter-ts#222.
• Deprecate Jupyter-Packaging, pointing to the blog post
