Added Swift Package manager with package dependencies dating back to 2020
You can verify the Package.swift builds correctly using:
swift build -Xswiftc "-sdk" -Xswiftc "xcrun --sdk iphonesimulator --show-sdk-path" -Xswiftc "-target" -Xswiftc "x86_64-apple-ios14.0-simulator"
