Add KnownJavaBugIOException

Some errors we encounter truly come from bugs in the Java JRE/JDK.

Selftest may report FAIL, even if it's not a defect in junixsocket.

If our code (runtime or test) detect such a bug, wrap the IOException as
KnownJavaBugIOException, specifying a descriptive message. test could
should catch KnownJavaBugIOException where appropriate, throwing an
TestAbortedWithImportantMessageException.
