fix: add namespace filtering when getting pods/services for jobs

What this PR does / why we need it:

If two jobs are created with the same name and different namespaces, pods/services are not created for the later one since some controllers get pods for jobs only by name and not by namespace.

Please refer #1543 for the problem.
