Fix Terraform integration not taking multiple workersets #568

What this PR does / why we need it:

Currently, Terraform integration only respects the first workerset while ignoring all other workersets. This PR fixes the problem by replacing the break Out directive with continue.

Does this PR introduce a user-facing change?:

Fix Terraform integration not taking multiple workersets
