What this PR does / why we need it:
Looks like 1.2023 is the tag for the latest release in 2023 (?). In any case it got overriden yesterday. Pinning to a specific version now to avoid that the verify job randomly breaks because there is a small diff with a new plantuml version after they overwrite the tag
