fix help text for --config flag

Viper's computed file path ~/.config/hydrophone.yaml on my system, and after running hydrophone, I do not have a ~/.config/hydrophone/ directory, so I presume the default values was simply a typo. The comment in line 155 agrees with me.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
