What this PR does / why we need it:

This change aims to clean up the documentation, removing all mention of Bazel.

Part of the effort to Reduce Build Maintenance.

Does this PR introduce a user-facing change?

Yes
All documentation will reflect our simplified build process, as Bazel is no longer a required dependency.

Update documentation to reflect Bazel deprecation.
