Add support for prefers-reduced-motion

What would you like to be added?

Add support for prefers-reduced-motion.

So that things like the popup box when scaling/deleting resources would no longer have an animation.

Why is this needed?

These animations can be slow and extremely laggy with not 100% reliable RDP connections, or when viewed in a console.
