Bump k8s.io/component-base from 0.26.4 to 0.27.4 (Replace Topology Aware Hints with Topology Aware Routing)

What this PR does / why we need it:

ref: #10243
Since the service annotation "service.kubernetes.io/topology-aware-hints" became "service.kubernetes.io/topology-mode" so that the old version is no longer available in Kuberetes 1.27, I adapted the Topology Aware functionality.
