Disable Modsecurity from internal processing which affects large ingresses #10316

What this PR does / why we need it:

We ran into situation where our large number on ingresses would not work when Modsecurity was enabled. It was determined that Modsecurity was turned on by default for internal processing and this was impacting ingress operations. We tested disabling Modsecurity for internal processing and issue was resolved

  • CVE Report (Scanner found CVE and adding report)
  • Breaking change (fix or feature that would cause existing functionality to change)

Which issue/s this PR fixes

How Has This Been Tested?

We tested in our production environment with large number of ingresses overriding file /etc/nginx/template/nginx.tmpl with necessary change to disable Modsecurity from internal processing. It worked in full production environment

We tested all ingress URLs after change and Modsecurity was blocking WAF violations, but not hindering internal processing

Hi @markhley. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
