change MODSECURITY_VERSION_LIB to 3.0.11

What this PR does / why we need it:

Upgrade ModSecurity to 3.0.11 instead of 3.0.8.

ModSecurity 3.0.11 introduces support do expirevar keyword, allowing OWASP rules bundled with the Nginx ingress controller to work, especially the DOS rules.
