bumped certgeimage tag

What this PR does / why we need it:

• We build the certgen image yesterday but did not bump the tag
• Promotion failed because mutating sha is not allowed on registry.k8s.io
• This PR bumps the tag from 1.4.0 to 1.4.1
• Merging this is expected to fire cloudbuild of new certgen image
• This time the image will have bumped tag
• Need to promote the new image with new tag
• Then need to change the values.yal of chart to use the new image with new tag+sha
